Move x402 information to metadata

Description

Pr #338 introduced facilitarors metadata. We should move this to openscan/metadata repo

Context

This is the metadata that we need to migrate src/config/x402Facilitators.ts

Expected Outcome

This metadata should be loaded from @openscan/metadata repo

Additional Information

Make sure to use same format as current metadata to keep consistency
