Fether shows syned while node is syncing

Repro:

• run fether from the command line: /path/to/Parity\ Fether
• wait a bit, see in terminal that node is syncing

Expected:
UI should show syncing (overlay and/or yellow health status button)

Actual:
Green status button, "Synced foundation"

Note: i didn't manage to take a screenshot of both the node and the UI
