Reasoning

When a DEPR ticket is created, we want everyone to know about it.

FYI I'm not certain if this is a consistent failure, but I reran the job on my ticket a few times and it kept failing. https://github.com/openedx/openedx-platform/actions/runs/32984665559 for reference.

looks like there were a couple outages (1) (2) in Github Actions on Aug 26

I reran the action today and it succeeded

I looked into the past couple failures too and it looks like you can't have double quotes " in the title of the ticket or else the json fails
