npm SDK: scaffold official TypeScript client

Summary

Create the official TypeScript / JavaScript SDK for OmniClaw.

Problem

Node, Next.js, and AI application developers currently do not have a first-class JS SDK. This limits adoption.

What needs to happen

• scaffold npm package
• define typed client structure
• document install and usage
• align naming with Python SDK where possible

Acceptance criteria

• package scaffold exists
• typed client structure exists
• basic README exists
• publish strategy is defined
