[TASK] Deployment and Configuration of External Secrets Operator

• Deploy the helm chart to setup the CRDs for the External Secret Operator
• Set the secret source as OpenBao and utilize the Kubernetes Authentication to authenticate
• The secret source should be available cluster-wide
