Localization aid: parametrize the thousands and decimal separators #43
If they were to be per-player settings, that would be perfectly deterministic and fine (though it does mean players have to configure it once; can't have everything).
(alternately, peek through Factorio locales -- maybe the separators already exist as locale keys?)
