Improve protocol params handling

• Instead of having the protocol params strored in PABConfig, we should query the node for it (each time?)
• Generating a protocol params file if none exists (cardano-cli query protocol-parameters) (done by Using a config file #91)

Is there a use case for user defined pparams file, something that's different from the node's configuration?

What if we query protocol params one time before executing the contract and put them into PABConfig?
