[CI] linux sanitizer tests - task list for future improvements

• enable ASAN for GPU backend tests
• enable TSAN tests (may require a few fixes first)
• consider enabling halt_on_error for UBSAN tests once it's the right time. Sometimes UBSAN can be tricky to address. Currently we have the logs in the CI as the tests are enabled, but we do not error out (as of 12/6/2025)
