Issue attaching app to debug

Does this occur consistently? Yes, the first time that you run with dapr run, second time no issue
Repro steps:

1. run application using dapr cli
2. click debug icon next to the application

Action: vscode-dapr.applications.debug
Error type: Error
Error Message: Unable to determine the child process of the .NET application to attach to.
