Volumes -- Explore in a dev container should open a new vscode window

Using the "Explore in a dev container" choice in the Volumes listing has no way to open the dev container in a new window. This is rather inconvenient, when you need to look at the project and the volume at the same time.

Suggest either :

1. Change the behavior to always open a new window.
2. Add a choice to the popup menu to open a new window.

I think both sides closed both issues, when it needed to remain in Containers. Apologize for my mistake of the original issue in the wrong place.
