Issue Description
SRE agent is unable to push a branch or PR to connected GH repo, no problems with creating Issue

Steps to Reproduce

1. Utilizing the starer-lab from this repo, ran the break-app.sh after azd up and post-provisioning
2. Agent is unable to push a code branch, or create a PR. I have tried to setup the code repository connector with both GH Account, and a PAT, specifically with write permissions on the Repo.

Expected Behavior
Agent is able to connect to the repo and push code branches and create PR

Actual Behavior
