.NET: [Bug]: emits both AgentResponse and AgentResponseUpdate per one action

Description

For the Declarative workflow documentation

SendActivity emits both AgentResponse and AgentResponseUpdate. Similar to Question action.
Can this be controlled from YAML so it would emit AgentResponse only?
That behavior isn't visible in documentation and surprising that more then one event related to single action.
