Python: Proposal: investigate Foundry hosted agent handoff workflow bug

Hi maintainers — I’d like to help with #5858, but before opening a PR I want to confirm the intended fix direction.

Proposed plan:

1. Reproduce the reported Python Foundry hosted-agent handoff workflow issue with a focused test or minimal fixture.
2. Trace where handoff state/context is lost or misrouted in the workflow path.
3. Make the smallest targeted change needed to preserve the expected handoff behavior for Foundry hosted agents.
4. Add or update a regression test covering this specific hosted-agent handoff scenario.
5. Run the relevant Python test subset and document validation in the PR.

I will avoid broad workflow refactors or unrelated Foundry behavior changes. If this direction looks useful, please explicitly approve and I’ll proceed with implementation.
