mcpp:plugins 0.9.0: dist-apk manifest template and Java roots, dist-web through the engine (#405)

Requires mcpp 2026.9.13.1. The source archive is GitHub's tag archive,
mirrored byte-identically to mcpp-res/mcpp-plugins on GitCode (sha256
9f7b17450dfd0a7683648945bbbd579a7fd1fc869b0d88dc36095d1d9eac7c60, measured
on both). latest moves to 0.9.0 on the three platform tables.
