The decision-portal Action (packages/ci/portal) first ships in this release. The [0.19.0] CHANGELOG section carries the Unreleased entries (the agent plugin 0.9.0 to 0.11.0 work that spec-kit-v0.1.5's release did not own) and adds the portal Action, the private portal generator, the implemented-but-unpublished SDK, the @modelcontextprotocol/server 2.3.1 bump, the release-notes start-tag fix, the board test race fix, and the ADR-0053 to ADR-0059 decisions.
