[bug]: Profile image rendering broken

Current behavior

Currently, when I try to use a profile picture plane renders it much smaller than the circle the image is meant to take up (example below). The image used is attached, and is a png of a circle with no extra whitespace.

Steps to reproduce

1. Take the attached profile image.
2. Go to your user settings, and upload it as your profile picture.
3. Check how your profile picture is rendered on things like the assignees column in Views.
