Context
oxagen's adaptive-context bundle introduces a Context Exchange Provider (implementation tracked as oxagen-platform#1084) — a provider that serves compiled, budget-bounded context frames to agents. Today its behavior is defined only in oxagen's spec docs; for a second implementation to interoperate, the profile belongs in the protocol.
Task
Define a provider profile: required capabilities, frame types served, budget negotiation, provenance obligations, and error behavior — as a conformance-checkable profile on top of the base spec (the same pattern #14 establishes for hosts). Coordinate with the frame-semantics reconciliation issue so the profile builds on the adopted frame model.
Acceptance
- A profile document in-tree; oxagen's implementation can claim (and check) conformance against it rather than against oxagen's internal docs.
