Japanese File Age displays ' instead of 分

In the File Age column, minutes are displayed with an apostrophe:

19'
0'

Expected Japanese display:

19分
0分

The Japanese resource already contains:

AgeMinuteShort = 分

The Help - File Age page documents apostrophe as the English minute abbreviation,
but the Japanese UI should use the localized resource.

Could the File Age formatter be changed to use AgeMinuteShort instead of a fixed apostrophe?
