Add `uv.lock` to `.gitignore`

When setting up my environment, I tend to use uv for its speed and simplicity. uv is also being used by all-in-one system package managers like pixi, which is backed by conda-forge. Therefore, I think adding uv.lock to .gitignore would be helpful to me and other.

I think uv.lock could still go into git for "command" and maybe "notebook" projects, but it should be added to .gitignore for "library". See "purpose" question:

I agree, library seems to be the logical choice to intriduce a default of having uv.lock in the gitignore
