TestProcessEpoch_CanProcess and TestProcessEpoch_CanProcessBellatrix expect the upstream balances and fail on main as it stands. In beacon-chain/blockchain, TestService_HeadSyncCommitteeIndices fails and the assertion helper then panics while printing the difference, which ends the package's run.
