Verify Branch Name

A CS50 slug contains a year. submit50 denies submissions using a slug that does not contain the year of the course's latest iteration. This should be the behavior of git-submit50 as well.

It may be a good idea to also verify that the branch name is a CS50 slug, not merely a branch name with a year number in it :P
