flash.py doesn't flash the unit correctly

There seems to be an issue with flashing the device via flash.py
I tried flashing both through --download and by building and flashing built firmware. Both times, flash.py succeeded but device was just boot-looping.

Flashing via
pio run -e heltec_V4_boundary -t upload
worked fine and device booted up.

I just flashed successfully via the standard esptool.

Did you use the Erase Flash option? The partition table has to be rewritten if it's coming from another app's firmware
