Fragile TO_LAB App Profile

Due to the way JCAT enables local telemetry, enables wireless telemetry, and enables event messages in the File menu, if TO_LAB's App Profile is changed in certain ways, those commands will not send, or invoke a different command than intended.

Requirements for them to function:

1. The name of all TO_LAB's, as defined in their App Profile, must start with "TO".
2. The command code and parameters for Enable Telemetry cannot change.
3. The command code and parameters for Enable Event Messages cannot change.
