no-op gate 워크플로는 과하다는 판단(2026-09-18)으로 제거한다. up-to-date 정책은
항상 발화하는 CI 체크가 있는 레포(branmi·fond·glean·podo)에서만 발효되며,
이 레포의 main ruleset은 필수 체크 없이(strict만 켜진 상태) 둔다.
