Something about the retargeting technique I'm using isn't good. I'm not taking any bind poses into account. I'm naively copying positions across, re-targeting orientations using manually specified basis vector conversions. I do not take bind poses into account.
SteamVR Results:

I'm not sure exactly what to do about the SteamVR retargeting. The only thing I can think of to do is utilize a bind pose and compute deltas of some kind.
Quest Results:

In this one, the finger tips are all a bit too long. The bone rotations are exactly what they need to be. I think the palm/wrist could be stretched out just a tad more. In this image the index proximal bone is where it should be, but other times it is not. I wonder if using a bind pose reference could help fix this as well.
Important note: I have added a Capsule Hand Test scene to help in this effort. It is easier to understand parts of what is going on during the conversion with a different hand visualization. You'll notice that the quest hands generate a visibly chonkier capsule hand arrangement compared to Leap hand tracking.
