Publish the reproducible IPI node baseline

Context

This repository is currently an unmodified tracking fork of CosmWasm wasmd. A repository name is not a node implementation or a network release.

Acceptance criteria

• identify an exact reviewed upstream commit and all consensus-critical dependency versions
• define the IPI application modules, chain identity, trust boundaries, and non-goals through reviewed specifications
• publish deterministic build instructions, signed checksums, and provenance for release artifacts
• bind configuration to a reviewed genesis file and provide an independent verification procedure
• add local multi-node startup, upgrade, migration, rollback, and state-transition tests
• document key management, validator operations, monitoring, backups, incident response, and supported platforms
• show that a new operator can build, start, sync, query, and verify the node without private infrastructure or permission

The issue is complete only when an unrelated operator reproduces the result and publishes the evidence.
