.ini config files changes not being reflected

Reproduce

• Go to /server-files/windrose_plus/config
• Copy windrose_plus.entities.default.ini and rename to windrose_plus.entities.ini
• Make a change somewhere
• Go to windroseplus dashboard

I've tried a docker restart, bring the container down and start it up again, but nothing seems to trigger the ini change

Small update; if I modify my .env to change something like the windrose plus password, and then do docker compose restart it seems to trigger the change, seems to be the only way I've managed to get it to take .ini changes into account

Shutdown your server, then perform your changes. Then start the server.
changing them while the server is running is clueless, windrose writes the config files on shutdown :)
