On (1): README.adoc carries the manifesto in the first person — "For most of three decades I have worked across cognitive science, philosophy, and systems engineering, mostly in private" — plus a full "assurance turn" section landed via merged PR #67.

⚠️ This directly contradicts the row for #403 in the register #637, which states the repo "carries no doctrine — only RSR scaffold". The register is staler than the issue it summarises.

On (2): ruleset Base is active with required_signatures, deletion, non_fast_forward, required_linear_history, pull_request; bypass is RepositoryRole 5 via pull_request only. No required status checks — whether that meets "the one repo agents can't rewrite" is a judgement call, but the protection is real.

On (3): zero files matching /atlas/i. No component registry, no IS/IS-NOT, no migration ledger, no machine-readable projection.

⚠️ The cited source draft does not exist

dev-notes/estate/manifesto/MANIFESTO-AND-ATLAS.DRAFT.adoc is absent from hyperpolymath/dev-notes (truncated: false, so this is a real absence, not a paging artefact). The only near-match is estate/pr-recovery-bundles/manifesto-pr38.bundle, and manifesto PR #38 is "docs(readme): expand stub README to full structure", touching only README.adoc — not the Atlas.

So the Atlas must be written, not recovered. That is the whole of the remaining work here.

Also worth noting: ROADMAP.adoc in that repo is still unfilled RSR boilerplate ("Core functionality", "Basic documentation").
