What

A mass-sync of GitHub Actions, CI workflows, and Dependabot configs across all .jl\ repositories (e.g., \JuliaKids.jl, \QuantumCircuit.jl, \TradeUnionism.jl, \ViableSystems.jl, etc.).

Why

With newer Julia versions (like 1.10 and 1.11) rolling out, it's critical to ensure tests, matrices, and dependabot configurations are uniform across the massive array of Julia libraries maintained in this estate.

Action Items

• Update
  sr-julia-library-template-repo\ with the latest Julia 1.11 CI matrices.
• Propagate the updated template workflows to all downstream .jl\ repositories.
• Run a mass ecosystem test to ensure compatibility with the new language versions.
• Audit for any deprecated syntax across the libraries.
