Add releases entry to Github

Create a first release entry for the Github repository.
We could likely use:
curl -H "Accept: application/vnd.github.v3+json" 'https://api.github.com/repos/google/vulncode-db/releases'
to then fetch and generate a .html release file with markdown support that can be included in prod.
