README.rst internal links do not work.

Internal links do not seem to work when Github displays a README.rst file.

I've created a test repository that shows the problem:

When viewing this repository's page, clicking on the link at the top does not scroll to the target at the bottom. Clicking on the README.rst file directly shows the same result.

The html for the page shows two occurrences of the link name qwertytarget, both of which are at the top of the document. There does not seem to be an anchor for the target.

#1535 fixed a similar issue in 2024-sep-4; maybe there has been a regression here?
