Alert rule for "New Issue Created" is not triggered immediately.

Steps to Reproduce

Hi, I have Sentry deployed in k8s using https://github.com/sentry-kubernetes/charts, and for an alert to be sent when a new Issue created I need to create an Issue (1 event in it) and send another event to any Issue - only then will the alert be sent.
I have a custom WebHook Integration with subscribe to "created":

And their behavior is equally incorrect.
Previously i have a version 25.3.0, upgrading to 25.5.1 not solve the problem.

Expected Result

An alert is sent immediately after an Issue is created (1 event).

Actual Result

An alert is sent only after an event has been sent for any Issue.

Hello, I cannot reproduce this in production. While ingestion and alerts can be a little delayed at times, I was able set up an identical alert that triggered a webhook after a single event was sent to create a new issue.

@aldy505 could you take a look to see if there is some self hosted configuration to address or at least you'd probably know who on the self hosted team could help as I've ruled out this being a product issue.
