Add Processionen/The Procession and Valberedningen/The Nomination Committee as councils

This requires:

• Adding them as councils via the admin menu and assigning the correct posts (only su-permen can do this, just ask or ping us)
• Adding them to the landing page manually by editing the code/locales
• Adding them to /councils manually by editing the code/locales.
• Removing the mention of them as "not councils" on the /council page text.
