should we include a relative target type in fwdControl?

Can we have Catch should be relative to Landings etc?
Would need to add relQuant in the fwdControl

Is this to set a target relative to the value of another quantity? Feels
overly complicated to me. What scenario do you have in mind?

No idea. Was thinking out loud. Discards can't be more than than 10% of
last years catch?

I feel it is too much, adding an extra column to control and having to
parse it for something the user should be able to calculate. Because
unless we change the landings/discards ratio, then it is the same as
setting a catch target, right?
