How to reproduce

As originally reported at https://discourse.flathub.org/t/base-extensions-io-qt-qtwebengine-baseapp-debug-fails-to-build-on-flathub-infra/11244:

At flathub/com.collaboraoffice.Office#2 “ Include base app .Debug in app .Debug" I want to add

  "base-extensions": [
    "io.qt.qtwebengine.BaseApp.Debug"
  ],

to a manifest, but the resulting flathub infra build failed at https://github.com/flathub-infra/vorarbeiter/actions/runs/20165674873/job/57888419433#step:17:118 with

error: Requested extension io.qt.qtwebengine.BaseApp.Debug/aarch64/6.10 not installed

Expected Behavior

flathub infra would do a successful build

Actual Behavior

flathub infra build failed at https://github.com/flathub-infra/vorarbeiter/actions/runs/20165674873/job/57888419433#step:17:118 with

error: Requested extension io.qt.qtwebengine.BaseApp.Debug/aarch64/6.10 not installed

base-extensions are not handled in builder_manifest_install_deps(). PRs welcome.

We should also check what else is unhandled.
