npm install failed due to 400 bad request

Trying to npm install after cloning down the repo and seeing:
```
npm ERR! code E400
npm ERR! 400 Bad Request: ember-source@https://s3.amazonaws.com/builds.emberjs.com/canary/shas/c96cc70240c4787f634ac08146a7c61e5df10438.tgz
```

My environment:

ember-cli: 3.8.1
