With the Chrome Window in full screen mode (green button, View > Enter Fullscreen, or FnF), the keyboard shortcut ⌘ Command⇧ ShiftF (View > "Always show toolbar in full screen mode") will toggle showing the tab/url/bookmarks bar while in full screen mode.
