Issues on dependency conflator... but no one to fix them

What happened?

I make two issues about conflator dependencies that should be fixed

• argparse dependency should be removed (now provided in python library)
• pytest should not be a runtime dependency

I open an issue here because conflator seems not being actively maintained...

What are the steps to reproduce the bug?

Hi, sorry for the delay, I have created a PR in the conflator repo to bump the version and do a new release ecmwf/conflator#20. If that looks ok to you I can merge and get a new release for Pypi.
