Error at restarting workspace

Describe the bug

There is the following error at restarting workspace

Failed to open the workspace
Error creating DevWorkspace deployment: Container tools has state Error:

Also see screenshot.
Pressing Restart after that error helps to open the workspace.

Steps to reproduce

1. Open a workspace
2. F1 => Restart Workspace

Expected behavior

A workspace is restarted successfully without need to press Restart again.

I faced the problem few times on the dogfooding instance

I can see in devworkspace controller several times for different workspaces:
