fix: remove maven-proxy mirror (pods have direct internet) (#1)

The ARC runner pods (ebpro-org fleet) have direct internet access.
The mirror to the on-campus Nexus is unreachable and was returning
SSO login pages instead of artifacts.

Maven now talks to Maven Central directly. Deployment <server>
credentials are preserved.
