301 redirect for old tags pages #79

No tag archives or /tags/ index either — the current WordPress site has /tag/…/ URLs live (e.g. /tag/dotkernel3/), so if tags are being dropped in the migration those need a 301 map, and if they're being kept they're missing from here.
