release: 0.4.0

The owner's decision - immutable rule 12. Everything under [Unreleased] becomes
the 0.4.0 section, 75 entries: 34 Changed, 18 Added and 23 Fixed. Nothing is
left under [Unreleased], which is what the release workflow checks, and its
link now compares from v0.4.0.

There is no Breaking heading, and that is measured rather than assumed. The
pre-release rehearsal on the tree before this commit compared every format
0.3.0 had with the published v0.3.0 and found 24 of 24 unchanged, yaml and
toml being new. After the bump, 26 of 26 formats generated by this build and
by the same tree built as 0.3.0, at one seed, have the same bytes - the number
reaches no generated file. What does move is the recipe_hash of a run from a
preset, and the first Changed entry says so.

Outside internal/version the number has the same nine copies as last time.
Both resource scripts were raised and recompiled with windres, and each .syso
differs from the old one in exactly four bytes - the two numeric version
fields and one character of each version string. The About screen was
rewritten by the guard's own writer, one screen of 25, one line of its tree
and 1 px of width. The site differs in 13 pages, 17 lines added and 17
removed, each carrying the version and nothing else. The README's manifest
example, which nothing holds, says 0.4.0 too.

The comment on the version records the date and says this minor moves no
generated byte, beside what 0.3.0 moved.

The guards of the touched area and the cheap gates pass, 62 of 62.
