Profile & skills export/import buttons

Is your feature request related to a problem? Please describe.
We need a simple solution to sharing created skills profiles.

Describe the solution you'd like
An export button on the bottom of the self assessment page.
This could either export as a json that can be later imported.
...or it could create a url that goes to a page that shows a publically available skill wheel for that profile.

@AdrianDAlessandro let me know if you have any thoughts on this as I'd like to implement something this week if possible.

Is it possible to do this entirely in the JS side of things? Perhaps by making the chart downloadable?

Of your two options:

• The JSON export is simplest. One approach would be to use the import-export package to generate this. Like with how we currently provide a download of the full framework (see the export function).
• I don't mind the public url idea. It could be useful to have an endpoint that takes a query of all skill levels and generates the chart. This endpoint could then be what the web app calls for displaying every skill wheel (instead of the current approach using context). It means having no identifiable user data in the url and not needing to be logged in to see it. Definitely a bit more work though

This is mostly implemented. In hindsight I should have also added a download as json button.
