fix(docs): freeze surface floors and align maintainer intro matrix

Raise docs-surface-inventory npm script floor to 113 and record the
2026-07-27 baseline fixture. Expand intro evidence columns for scripts,
validation, delivery-honesty, and a five-host L0 honesty table so the
maintainer site matches the live inventory denominator.
