IAP flow test is flaky/unreliable

Occasionally the automated IAP flow test will fail, and then pass in subsequent runs. Improve the test (or the implementation, if needed) so that it provides deterministic test results.

Pass criteria: IAP flow test should pass 10 out of 10 tries.
