[4.x]: Element index actions doesn't work

What happened?

Description

(Some) element index actions appear to no longer work on Craft 4.18.

For entries, clicking the "View entry" and "Edit entry" actions simply reloads the element index table. The "Duplicate" action works, though.

Also, when multiple entries are selected, individual actions still appear as enabled.

For assets, the behavior is similar – clicking most actions will reload the element index without actually doing anything. And, checking multiple assets will not disable individual action items here either:

There are no errors logged to the dev tools console.
