7/20 - Test prod CCDB copy against FIPs updates

In order to validate updates required for the FIPs stemcell, we need to test re-encrypting values in prod.

Acceptance Criteria

• FIPs CCDB updates tested against a copy of the prod ccdb as per Correct FIPs Cloud Controller DB issues #1072

TODO: Change the script to allow specifying the encryption key value. This will allow running migration tests on an API node in dev or staging using a copy of the prod ccdb.
