Maybe queue the cards up and then place them where a player clicks rather than placing them all in a stack

Maybe put radio buttons for Deal/Draw above the list of decks, followed by a spinner for a number of cards. Then the text on the button for each deck will change between Deal/Draw. Deal gives X cards to each player, starting with the dealer; Draw gives X to just you.

Deal should only be available for shared decks. For unshared decks, the button should continue to read "Draw" and behave accordingly. If there are no shared decks, set the radio buttons to Draw and disable them.
