RLOG Timestamps are Doubled

When looking at live streams or logs, timestamps of the RLOG data are double of the actual Logger.timestamp. This also results in the timestamps going twice as fast on an RLOG stream.

The horizontal axis in this graph represents the encoded timestamp in the RLOG, and the vertical axis represents the actual value of Logger.timestamp at that time. You can see that when Logger.timestamp is at 5 seconds, the encoded timestamp is at 10 seconds. These should be the same number.
