UI: Examiner Notes Component (Initial Dev)

• Build component based on figma design (minus functionality)
• Dynamically show Save & Cancel buttons
• Discard Note modal + click Discard button should clear the notes text area

UX and dev meeting today and we decided to change the placement of buttons from inside text area to under it as building scrollbar for long text would not fully show the text with buttons on top. Updated designs coming in next week. @dimak1 @HimaniTanwarGov
